Exposed! No contest. Much cleaner look and not a dust magnet.
As much as the first one seems a little more romantic....I would definitely pick the exposed pedestal.
DEFINITELY exposed. I kind of hate anything skirted or draped. I generally avoid bedskirts, and I did not get a bassinet for this reason!!
exposed! we have one and I love the clean lines, especially since our bathroom is a bit small. but the fabric loving side of me thinks that skirt is wonderful
